What is an election monitor?
The person who runs the election.
The State appointed monitor
"Fifteen percent of the total voting interests in a condominium association, or six unit owners, whichever is greater, may petition the ombudsman to appoint an election monitor to attend the annual meeting of the unit owners and conduct the election of directors."
"The ombudsman shall appoint a division employee, a person or persons specializing in condominium election monitoring, or an attorney licensed to practice in this state as the election monitor."
Owners signed a petition. On October 1, 2026, the State's notice said: 'The petition has been reviewed and determined to be complete and sufficient in order to appoint an election monitor.' It named Mr. Tomas Rementeria 'to serve as election monitor who will conduct the election of directors at the association's annual meeting on Monday, October 19th, 2026, at 6:00 P.M.' (State of Florida, DBPR, Notice of Appointment, October 1, 2026)
"The appointed monitor shall review any documents provided by the petitioners or by the association in advance of the scheduled election and shall attend and conduct the election in person."
"Each monitor shall submit a report regarding the election to the ombudsman, and to the parties, within 14 days following the date the election is concluded."
The Association's own monitor
The Association hires its own monitor each year. Its notice says: 'As in prior years, the election will be administered by an independent third-party election monitor.' (Association notice, October 1, 2026) Its manager wrote: 'For this year's election, the Association retained an experienced independent election monitor in June. The monitor will oversee and handle the election process, not the Management office.' (Association Manager, email of September 18, 2026) The Board's August 24, 2026 notice says an independent election monitor has been at the annual meetings since 2023.
